Hopefully they are really talking about ACWX, which is the ACWI minus the US. Its top holdings are

Let's hope they have it straight, or get it straight by the time they make the change. Needs to be ex-US. We'll need to be writing in to the Board if there are any further references to ACWI as the date gets closer, rather than to ACWX. And spread the word on other fed retirement forums to get others to sit up and take note and make some noise too.

Based on the link, MSCI All World doesn't seem to exist. MSCI ACWI does but contains 54.41% US stocks. Digging deeper I find MSCI ACWI EX USA INDEX. Maybe that is where they are going?
If so percentages are Japan 16.13% United Kingdom 11.3% China 8.2% France 7.45%
Canada 6.82% Other 50.1% v Japan 24.14% United Kingdom 16.92% France 11.14% Switzerland 9.17%
Germany 8.68% Other 29.95% for the current MSCI EAFE. Couldn't find any info on "other".
FWIW, MSCI ACWI EX USA earned -14.2% for 2018.

This link states -13.77% for 2018 but I have a saved one from this morning that states -14.2%. Maybe they update it daily?

I believe you are correct. It should follow the MSCI world excluding US. Similar to VXUS in Vanguard for FTSE
