If you traverse the web site displayed in the 'Get Windows 10' notification you will find a 'Learn more on windows.com' link. Click that link (Notification: It is really me getting access to your TSP account and moving money to mine). You will then get to the 'Windows 10 FAQ' home page.
The first FAQ - 'When will I get my free upgrade?' - presents the option to download and use the 'Media Creation Tool'. That will download a tool that you can use to create the bootable install disk for Windows 10.
Personally, I am going to use this opportunity to refresh my hardware with an SSD and perhaps more memory. I have my Windows 7 Product Key sticker on my box so I should be able to perform a fresh install according to the FAQ.
As far as bugs and compatibility I tend to view things this way: It is obvious OPM entrusted our security clearance records to an obsolete applications running with an obsolete database engine on and obsolete operating system. Yeah, hang back for a while might be smart short term (the bootable media will help there if concerned), but hanging back has dangers of its own. If you are waiting for some drivers on an obsolete peripheral than you will be left hanging. Then all your self-porn will be on the internet and advertised the next time you type your LinkedIn password. That would be awesome!!! Right there on your professional job page...
