FYI. For 2019 lines 4c & 4d are correct for my TSP disbursement. Same lines as my pension. Seemed odd as it is not an annuity.
(Note: The 2018 Form 1040 does not have lines 4c & 4d.)

My first year with a TSP disbursement. My TSP is all 100% traditional, and I'm taking it in periodic payments. NOT an annuity....

Today I filed for my first RMD - as a annual disbursement. TSP said "will be processed 12/9". Birthdate april, so this will be for 2019. And, as 2019 income.
