The money you put into your TSP account reduces your Adjusted Gross Income for income tax purposes, and this helps, allowing more to go into the Roth IRA if you are near that 173, 00 point. You talk about PCSing to CONUS, but state you are GS-13. If you are federal civilian employee, and FERS, you get a government match up to 5%, so it makes sense to put in at least 5%. If military, you don't get a match, but putting money into a TSP account will reduce your Adjusted Gross Income for income tax purposes.
