When the new TSP Modernization Act is Implemented will it really be Modern?
What I mean is will we be able to take advantage of all these wonderful changes and options for withdrawal via a modern, secure website or will we still need to fill out a paper form to make a partial withdrawal or to change our monthly recurring amount etc.... Any idea?

I haven't read anything about that kind of modernization. It seems their goal was to better compete with IRA's regarding withdrawals.

@militaryman. I suppose some features that you mentioned will remain the same as far as the paper trail, because of the required notarized document for married individuals.
