Welcome! The best advice I can give is to commit some time to reading the threads and educating yourself. I play close attention to those who's threads have thousands (in some cases 10's of thousands) of hits.
I also pay attention to the autotracker (I would encourage signing up), seeing who is doing what on a daily basis.
Finally, and I think everyone on the board would probably agree...plow as much as you can into your TSP, even if it hurts a little on the monthly budget.

Browse around the site and read....read....and read some more.
You will notice there is allot of smart FEDS on this board with good ideas.:)
