Been a fed for 6 years and made annual adjustments to my TSP. I would read my quarterly report and let the maket do what it could based on my distribution. Found TSPTalk last November. In January I started making "informed" IFTs when conditions appeared right. I'm up over 11% since 1/1/07 and having alot of fun. The current market makes it especially interesting - nothing like risking the family farm.

I love yahoo finance graphs, noontime IFTs, and 1% days.

I'm sure somewhere on the TSPtalk or the TSP.gov site there is an offical explanation of how the IFTs work from the time you are confirmed to the time the reallocation is booked. What are the secrets to good timing? Is there anyway of creating a matrix that shows when a IFT is actually booked based on certain times of the day. Say for instance an 8am EST, noon EST, 4pm EST, 8pm EST. I'm not reaaly sure when COB is for TSP transfers. I thought it was 4pm EST, but it seems to be noon.
