I was wondering if, at any time, I can roll or move all or some of my traditional tsp into my Roth tsp..I can’t seem to find the answer to this anywhere

You cannot convert any portion of your existing traditional TSP balance to a Roth balance.

Come Sept 15., NEW TSP RULES!!! Hooray! Finally! :banana:
More in-service withdrawals will allow tsp traditional withdrawals that can be rolled over to Roth IRAs outside of TSP.
