Well, timing is important but often times can get muddied up with outside sources pulling you every which direction. You just have to figure out what you are comfortable with risking...and learn, learn, and learn some more.

And if you're asking about tsp.gov "PIP" then yes, it takes a couple business days before they post it. AFAIK, you won't find it anywhere else on their website.
