I have not been keeping my allocations on TSPTALK updated, however I will from this point on.
Your Personal Investment Performance (PIP) for the past 12 months ending 09/30/2016 is 32.11%.

I'm calculating allocations based on statistically analyzing historic data, and making manual adjustments based on market indicators. Since we're allowed 2 allocation changes per month I divide the year up into 24 half-month periods. Then for each half-month interval I calculate the historic statistics. Once I have the statistical half-month results I then apply an additional step of computing a "goodness" metric on each of the funds for that period. That metric can be for example the Average Gain divided by the Standard Deviation, the Sharpe Ratio, etc. From there I do a weighted average to develop the actual allocations. The performance of the resulting allocation set sits on what would be called the "optimal frontier" of risk adjusted gain. I re-do the analysis about once a year.

If I see a dramatic drop in the market, such as occurred earlier this year, I over-ride the allocations and take advantage of the bottom by estimating where the bottom should be.

This methodology of course cannot be guaranteed to produce a good return over a limited period, but when applied over a longer term (years) should have good risk-adjusted gain . The problem is that the statistics assumes normal distributions, but the actual market statistics have long negative tails. It also doesn't take into account other effects (politics, law changes, world events, human behavior, etc).

This is slightly better than using a crystal ball, but it's still prognostication.

I'm in the black, and above 8%.
I should be happy with this but because of gains/losses timing, I'm several K short of my all time high account balance.
