    It's in a rider on a tobacco bill that is currently in Congress (passed the House but not Senate?).

    My thought is the things they are talking about are excellent. Not sure what chance for passage is. Wish they would consider changing the diet COLA for FERS retirees, because CPI minus one percent can really add up to a big difference in a few years.
