If crude oil is down, why isn't Vanguard VGENX (Vanguard Energy), which is doing nothing but rising over the last month?

Not really. Those that are in have to change retirement types to get the match. It would not effect me as an active duty officer, just those who come in after October 2017.

Understood about the pension thing. It is possible for someone with 25 years of service to be on active duty with 1 million in TSP, with deployments and catch-up's. That is what had me wondering how...

If you are retiring in the year 2050, I would suggest being 100% in C and S funds.
I moved 100% F.. which also looks like it is up today. No biggie. I am in this for the long haul. It's probably better if I just quit reading financial website all together and just look at stuff...
