When I Transfer from one fund to another, Lets say today, Are the Percentages applied to todays rates at the closing? I.e. I transfer From the I fund at a $1.00 today to the G Fund. I lost .25 cents ddid I make the change in time not to lose?

I just went through an effort figuring that out. Here’s how they do it when your request is made prior to 11 AM Central Time or 12 PM Eastern Time:
The day's new share prices (losses & gains) apply first then TSP reallocates the new percentages you requested using your total account balance that evening. They do add the caveat “ordinarily.” Here’s how they state it:

When will my interfund transfer be effective?
If you request an interfund transfer on this Web site or the ThriftLine before 11:00 a.m., central time, your request will ordinarily be processed and posted to your account at the close of business on that day. Requests made after 11:00 a.m., central time, will ordinarily be processed and posted to your account at the close of business on the following business day. If you use Form TSP-50, your request will generally be processed and posted to your account within two business days of the day it is received by the TSP.

JSRoss01, You are welcome. Did you see in the new forum, Buy_Sell_Trade, that I put my soul up for sale? I cannot afford to say what agency I work for and have the agency identify me. I would feel restrained as time went on. Besides I don’t want the agency to know what I look like on my dress-down days. As far as the avatar is concerned, see:http://www.tsptalk.com/mb/forum13/676.html
