    The 2019 Presidential Budget is out. The following excerps were taken from the above FederalTimes article:

    "The 2019 presidential budget proposal includes a pay freeze for federal employees for the federal fiscal year, and documents the administration’s intention to rely more on “pay for performance” structures than the standard pay increase schedule."

    "Changes to federal employee retirement benefits include:



    • Increasing employee contributions to retirement by one percent per year until it reaches 50 percent
    • Elimination of the special retirement supplement
    • Elimination of FERS cost of living adjustments and reduction of civil service cost of living adjustments by 0.5 percent"

    It’s even worse than the last time. Besides eliminating FERS supplement, and FERS colas, Trumps budget is proposing doing away with CSRS colas too. And doing away with FERS pensions altogether for new hires, AND increasing employee contributions, AND all kinds of new retirement cuts!

    Oh- and they rolled out the G fund change again too. G fund won’t earn any interest any more- it will be a near zero-interest tied to short term 90 day government interest rate. Today that is like 0.05% or something ridiculous.

    Another part of the budget....
    Military gets a decent 2.6% raise, while FEDs get 0.0%! Go figure.

    Let’s hope there are still congressionals out there that can make a pitch for raise parity (remember that?).

    Oh well, I can root for my fellow feds, but I will not be getting anything anyway (see aforementioned retirement date).

    I think changes to the retirement rules will be hard to do. For one thing, these changes are big for the retirees/future retirees, but on the scale of impact to the federal deficit, it is pocket change. I don't think that the Congress would risk the political backlash for the small returns.


    The frozen pay is another thing.......lately Congress has been silent on the pay raises, leaving it up to the President. And if that happens again, Trump has already committed to 0%. I don't think he will back down from that.
