Oh..could it be because I am using an iPad that's why I don't see it?

Frixxxx, maybe I am not understanding this right. What do you mean when you said "open a post"?

When you are in the forum looking at different threads and you select "+Reply to Thread" (top left) or reply to someone's post by selecting "Reply" or "Reply With Quote", a window will open where you type your reply. Bottom right of this window gives you the option to select "Post Quick Reply", "Go Advanced" or "Cancel". When you select "Go Advanced", you will have the ability to work with tables...just like it shows in the picture that Frixxxx posted.

It doesn't work on my iPhone but it works on my MacBook. But I am not very talented with my iPhone so perhaps it works for others.

I don't know why I don't see the option you guys are talking about- even on my regular PC. I only see "Post Icons" and "Additional Options"

Ha, ha, ha. I figured it out. Wait for my next post.

Go to "Settings" on top right of your screen and select "My Account - General Settings"

Then scroll down to "Miscellaneous Options - Message Editor Interface" and make sure "Enhanced Interface" is selected. Then save your changes (bottom right). That should take care of it.
