One of the hazards I was just made aware of is as follows:
A buddy of mine just went from a non-supervisory GS-12 position to a Supervisory pay band 2 position.
The GS system a promotion to GS-13,1 from GS-12,2 (the position was a GS-13 position before NSPS) versus the NSPS promotion is he loses 7K. This is because GS-12 coversion is also pay band 2 so a within band increase is limited. HRO is telling him his max pay raise is 5%. Why would a guy in a non-sup position who gets time and a half for OT go to a sup position with no time and a half for 5%? Plus as a new supervisor he is unlikely to get a high # of shares the first year unless he just smokes the competition.
