    Giving federal employees an offical 1% pay raise, effective the first pay period in January.

    That document gives the GS base pay numbers, as well as the locality percentages. I would guess that OPM will publish the complete locality tables either today or tomorrow.

    By the way- I also have some secret information that the GSA is about to raise the pOV rates, effective Jan 1st. It hasn't yet made it down to the Federal Register, but it should show up this week there.


    I received notice from GSA that they are increasing the mileage rates on January 1, 2015 to:
    Privately Owned Automobile: $0.575
    Government Owned Automobile: $0.23
    Privately Owned Airplane: $1.29
    Privately Owned Motorcycle: $0.545

    In a historic Oval Office ceremony on Thursday morning, President Barack Obama signed an executive order closing Congress, effective immediately.

    The President said that the move would dramatically increase the efficiency of the federal government, noting how much he had accomplished since he stopped working with Congress in November.

    Additionally, he said, the elimination of Congress would result in annual savings of more than five billion dollars, which Obama said would be refunded to American taxpayers.

    Acknowledging that “some sticklers” would argue that the Constitution calls for three branches of government, the President said, “All this order does is reduce that number by one.”

    Back-to-back years of 1% pay raises, I won't argue that. I'm not Active Duty anymore, but I still agree with most that say our military gets paid far less than they deserve.

    EXECUTIVE ORDER
    - - - - - - -
    HALF-DAY CLOSING OF EXECUTIVE DEPARTMENTS AND AGENCIES
    OF THE FEDERAL GOVERNMENT ON THURSDAY, DECEMBER 24, 2015


    By the authority vested in me as President of the United States of America, by the Constitution and the laws of the United States, it is hereby ordered as follows:
    Section 1. All executive branch departments and agencies of the Federal Government shall be closed and their employees excused from duty for the last half of the scheduled workday on Thursday, December 24, 2015, the day before Christmas Day, except as provided in section 2 of this order.

    Sec. 2. The heads of executive branch departments and agencies may determine that certain offices and installations of their organizations, or parts thereof, must remain open and that certain employees must remain on duty for the full scheduled workday on December 24, 2015, for reasons of national security, defense, or other public need.

    Sec. 3. Thursday, December 24, 2015, shall be considered as falling within the scope of Executive Order 11582 of February 11, 1971, and of 5 U.S.C. 5546 and 6103(b) and other similar statutes insofar as they relate to the pay and leave of employees of the United States.

    Sec. 4. The Director of the Office of Personnel Management shall take such actions as may be necessary to implement this order.

    Sec. 5. General Provisions. (a) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
    (b) Nothing in this order shall be construed to impair or otherwise affect:
    (i) the authority granted by law to an executive department or agency, or the head thereof; or
    (ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
    (c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    The President has issued an Executive order excusing executive branch non-Postal Service employees from duty for the last half of the scheduled workday on Thursday, December 24, 2015, with pay and without a charge to leave, except those who, in the judgment of the head of the agency, cannot be excused for reasons of national security, defense, or other essential public need. (See Attachment 1.) For pay and leave purposes, the last half of the scheduled workday on December 24, 2015, will be treated as falling within the scope of statutes and Executive orders governing holidays for Federal employees.

    Most employees who are excused from duty for the last half of the scheduled workday on December 24th will receive the basic pay they would have received if no Executive order had been issued. An employee who was previously scheduled to take annual leave on December 24th will not be charged annual leave (or any other form of paid leave, compensatory time off, or credit hours) for the last half of the scheduled workday. (This policy does not apply to employees who receive annual premium pay for standby duty (5 U.S.C. 5545(c)(1)) or firefighters who are covered by special pay provisions (5 U.S.C. 5545b).) An employee who is required to work nonovertime hours during the last half of his or her scheduled workday on December 24th is entitled to holiday premium pay (5 U.S.C. 5546(b)).

    If an employee has scheduled “use or lose” annual leave for the last half of the scheduled workday on December 24, 2015, and is unable to reschedule that leave for use before the end of the leave year (i.e., January 9, 2016), the leave will be forfeited. When “use or lose” leave is forfeited under these conditions, the law (5 U.S.C. 6304(d)) does not permit restoration of the leave.

    Employees of the U.S. Postal Service and contract employees should contact their supervisor (or contract officer) to obtain information on their pay and leave entitlements for December 24th.

    Section 1. Statutory Pay Systems. The rates of basicpay or salaries of the statutory pay systems (as defined in5 U.S.C. 5302(1)), as adjusted under 5 U.S.C. 5303, are setforth on the schedules attached hereto and made a part hereof a) The General Schedule (5 U.S.C. 5332(a)) at Schedule 1;(b) The Foreign Service Schedule (22 U.S.C. 3963) atSchedule 2; and(c) The schedules for the Veterans Health Administrationof the Department of Veterans Affairs (38 U.S.C. 7306, 7404;section 301(a) of Public Law 102–40) at Schedule 3.

    Sec. 4. Uniformed Services. The rates of monthly basicpay (37 U.S.C. 203(a)) for members of the uniformed services, asadjusted under 37 U.S.C. 1009, and the rate of monthly cadet ormidshipman pay (37 U.S.C. 203(c)) are set forth on Schedule 8attached hereto and made a part hereof.

    Sec. 5. Locality-Based Comparability Payments. (a)Pursuant to section 5304 of title 5, United States Code, andmy authority to implement an alternative level of comparabilitypayments under section 5304a of title 5, United States Code, 2locality-based comparability payments shall be paid inaccordance with Schedule 9 attached hereto and made a parthereof.(b) The Director of the Office of Personnel Managementshall take such actions as may be necessary to implement thesepayments and to publish appropriate notice of such payments inthe Federal Register.

    Sec. 6. Administrative Law Judges. Pursuant tosection 5372 of title 5, United States Code, the rates of basicpay for administrative law judges are set forth on Schedule 10attached hereto and made a part hereof.

    Sec. 7. Effective Dates. Schedule 8 is effectiveJanuary 1, 2016. The other schedules contained herein areeffective on the first day of the first applicable pay periodbeginning on or after January 1, 2016.

    Sec. 8. Prior Order Superseded. Executive Order 13686of December 19, 2014, is superseded as of the effective datesspecified in section 7 of this order.
