Seems to me that this would indicate that there aren't enough "poor" making "twice the federal poverty level" to spend all the money.In addition to receiving an infusion of stimulus money, the program was expanded to cover families making up to twice the federal poverty level, or $44,100 for a family of four.
They need to up the limit to $144K and I could help some "community action agency" spend some of that money.
