So with Trump winning the election how will this effect how we should transfer our TSP contributions? I know that the market dropped pretty significantly last night but is up a little this morning. Any recommendations on how to maximize the coming fluctuations caused by the election?

I subscribe to Intrepid Timer's premium service and let someone who knows what they're doing tell me when to make a move.
But that's just me
There are also lots of member's account threads that are pretty good where you can read about the moves they are making and why. Check the Autotracker for a good indicator who may or may not know what they're talking about.
And there is no 'ensuring gains' typically, unless you want to sit in the G fund and make pennies. Investing involves risk, as you already know, so you have to figure out how to manage that risk and still make good money. Did I mention IT's service?
