    My question is this. When I change my Allocations on the tsp web site, are my share balances supposed to change or not?

    Number of shares? Yes they would change as long as the funds have different share prices.

    For example, I have lets say 123 shares of the C fund, if I move shares (Allocation %) from one Fund to the C Fund shouldn't that 123 shares increase?

    Yes. If you went from 20% C to 30% C, you should see the # of shares increase in your C fund.

    balance = share-price * shares

    shares = balance / share-price

    share price = whatever the market says it is
