    Investors are doubting that stocks will keep rising. As a result, it's getting more expensive to be protected from a future stock market drop.

    Right. Its as though the small caps market is temporarily bullish, and within a day, is bearish again. Sort of looks like a tiny profit is made, then pull out. Hmmm...
