Speaking forthe many good federal (and ex-federal) employees who post here:
We all have learn early in our gov't careers when to speak up and when to hide in our little cubby holes. Another way to look atthis --the high flying ducks are the ones that get shot at, the low flying ducks are the "lifers".(By the way, this the second lesson a federal employee learns -- after CYA and "paper trail").
Other than that, I think many are taking a "wait and see" attitude toward the market. It could be shock also.

I've noticed that also. I have graphs of the site's hits and the traffic really sunk during the summer with the market dropping. Of course that could have coincided withsummer vacations.
I also notice that the market bottoms out when the talk gets more than a little bearish.
