Basically, he proposes a method of categorizing ETFs into a nine cell Morningstar type matrix. The paper contains excepts from his new ETF book scheduled to be published in Fall 2007.
Per the paper, most ETFs are based on custom indexes as opposed to broad market indexes. Consequently, I can see why Vanguard's founder, John Bogle, is so opposed to them.
